Eugene will require most home sellers to get a Home Energy Score starting April 29, 2027

If you're planning to sell a home in Eugene, there's a new step. City Council approved the rule 6-1 on Wed., Oct. 28. Starting April 29, 2027, sellers of covered homes generally must get a Home Energy Score and share the report with their listing. Homes are rated 1 to 10, and 10 is the most efficient.

65%of Eugene homes were built before 1990

That's about 49,000 residential units, according to the city.

Opinions split. Councilor Alan Zelenka said other cities' programs have had "little to no impact on the sell-buy process or on price." Councilor Mike Clark cast the lone no vote. Realtor Derrick Roser told KVAL lower-priced homes will be affected most.

  • Upgrades: sellers don't have to make any recommended fixes
  • Help: about $5,000 a year for low-income sellers, as funds allow
  • Outreach: the city plans six months of education first
  • Penalty: repeated violations could eventually bring a fine

Estimates run from $150 for a score to tens of thousands for upgrades

Eugene is the fifth Oregon city with a policy like this, joining Portland, Hillsboro, Milwaukie, and Bend. Mayor Kaarin Knudson said the four other cities met their goal of lowering energy use.
