UO unveils budget cuts, and Springfield OKs a behavioral health campus

UO proposes ending more than 15 graduate programs to close a $63.3 million deficit

Schools and colleges would make the biggest cuts in UO's plan

Schools and colleges$25.8 million40.8%
Administrative units$17.6 million27.8%
Enterprise level$16 million25.3%
Prior deficit reductions$3.9 million6.2%

If you're on campus, here's what's proposed. UO's preliminary plan would end more than 15 graduate programs, cut more than 100 administrative and staff positions, and merge the College of Design with the School of Music and Dance. The goal is to close a projected $63.3 million deficit.

President Karl Scholz said "we will not be implementing these budget cuts across the board." KEZI reports that some of those positions are vacant, so around 60 employees would be laid off.

  • Tenure-track faculty layoffs: none in the plan
  • Tenured faculty signed up to retire within two years: 61
  • College of Arts and Sciences graduate program reductions: up to 40%
  • Students in programs proposed for cuts can finish their degrees

Part of the hole comes from fewer nonresident students. UO enrolled about 2,400 nonresident first-year students a year for a decade and expects fewer than 1,900 this year. "We are assuming that this lower level of non-resident students is our new normal," Chief Financial Officer Jamie Moffitt said. Feedback is open until late November.

UO's cuts plan faces feedback in November and final decisions in December

  1. Oct. 28UO presents its preliminary academic cuts plan to the UO Senate.
  2. Late Nov.The university's window for feedback on the plan closes.
  3. Dec. 14-15Scholz and the UO Board of Trustees will make final budget decisions.

Springfield council unanimously approves annexation for a behavioral health campus

If you've followed Springfield's behavioral health campus debate, Monday brought a big step. The City Council voted 5-0, with Councilor Alan Stout excused, to approve the annexation request from PeaceHealth and Lane County. It paves the way for the state's first behavioral health campus with both a crisis stabilization center and a psychiatric hospital on site.

PeaceHealth plans a 96-bed , including youth beds that don't exist in Lane County now. Adolescents needing psychiatric care are sent as far away as Portland. The county plans a 24-hour crisis stabilization center.

  • Location: International Way, about a mile from RiverBend hospital
  • Neighbors: a FedEx Ship Center and Richardson Sports
  • Opposed: Richardson Sports and G Group, now suing over the state law

This was the council's only vote on the project. A new state law lets stabilization centers bypass city plan amendments and zone changes when they're built beside behavioral health hospitals. In the weeks before the vote, Eugene Weekly reported that 185 individuals and several groups sent comments backing the campus.

Millrace dam

If you've eyed the old dam east of the I-5 bridge, Eugene will present its feasibility study at an open house from 5:30 p.m. to 7:30 p.m. on Mon., Nov. 9, at the Eugene Public Library. City staff and representatives from American Rivers and Dowl Engineering will answer questions. The draft study recommends full removal, though its findings don't commit the city to any action. The dam has been linked to several near-drownings. KVALKEZI 9 NewsLookout Eugene-Springfield

On Halloween, I was working in Thurston, at a home on a quiet cul-de-sac.

“A young man ( early 20's) representing the Democratic Party walked up, handed me a flyer, and asked if everyone had voted. I just wanted to give a shout out to this young volunteer, and to the Dem's for doing such a great job with their GOTV -Get Out The Vote efforts and field operations! I was surprised to see him on…”
